Representative Experience (Founder’s Background)

The Challenge:
During prior federal service, a DoD organization experienced a recurring six-month delay in receiving munitions. The existing process required shipments from a Marine Corps munitions point to be delivered to a centralized secure warehouse, where they were received, inventoried, stored, and later redistributed to subordinate units.

This structure created significant delays and limited the organization’s ability to conduct responsive training cycles, negatively impacting overall mission readiness.

The Execution:
A review of existing agreements identified that a support arrangement already existed but was not being executed at the installation level.

Coordination efforts included:

  • Engaging the local DoD agreements office to validate support authorities
  • Facilitating a multi-party coordination meeting between the MICC agreements office, the supporting munitions point, and unit stakeholders
  • Aligning all parties on activating the existing agreement to enable direct support from an Air Force munitions point

This required escalation to the Pentagon (Air Force) to approve both the support request and the proposed execution model. Further coordination was conducted with the Global Ammunition Control Point to establish funding mechanisms, resulting in a plan to submit funding via MIPR at the start of the fiscal year.

The Impact:

  • Eliminated redundant handling and a secondary hazardous materials shipment to the end user
  • Reduced hundreds of man-hours previously required for receiving, storage, inventory, and redistribution
  • Removed the need to manage and store a large munitions inventory at the unit level
  • Enabled direct delivery to the supported installation
  • Restored responsive training timelines and improved mission readiness

This model required coordination across multiple organizations and, to the best of current knowledge, remains in use.
